Self-nomination forms now open for those seeking to serve as clergy and lay delegates to the 2020 General Conference and Southeastern Jurisdictional Conference

During the 2019 North Alabama Annual Conference which will meet June 2-4, 2019, in Huntsville, members will elect clergy and lay delegates to the 2020 General Conference and Southeastern Jurisdictional Conference. 

General Conference is the top policy-making body of The United Methodist Church. The General Conference revises The Book of Discipline which outlines the organization, beliefs and official policies of The United Methodist Church. Delegates also revise The Book of Resolutions, a volume declaring the church’s stance on a variety of social issues. It also approves plans and budgets for church-wide programs.

The Southeastern Jurisdiction is one of five geographic jurisdictions in the United States. Delegates to Jurisdictional Conference vote on business matters and elect ordained elders to be Bishops for the church. Once elected, a Bishop will be assigned within that Jurisdiction.

North Alabama has been allotted eight delegates (four clergy and four laity) to General Conference and 16 delegates (eight clergy and eight laity) to the Southeastern Jurisdictional Conference.

Members of the 2019 North Alabama Annual Conference will elect the following:

  • four clergy delegates and four lay delegates to the 2020 General Conference, which will be May 5-15, 2020, in Minneapolis, Minnesota. These eight delegates will also serve as delegates to the 2020 Southeastern Jurisdictional Conference.
  • four additional clergy delegates and four additional lay delegates to the 2020 Southeastern Jurisdictional Conference which will be July 15-18, 2020, at Lake Junaluska, North Carolina.
  • three clergy reserve delegates and three lay reserve delegates to the Southeastern Jurisdictional Conference in accordance with the standing rules of the North Alabama Annual Conference.

North Alabama has a system of self-nomination for persons interested in serving on the delegation. Please read the information below and share this information with other North Alabama United Methodists who may feel called to serve in this capacity.

The deadline for self nominations is March 1, 2019.

 

Clergy Delegate Process

According to the 2016 Book of Discipline ¶35: “The clergy delegates to the General Conference and to the jurisdictional or central conference shall be elected from the clergy members in full connection and shall be elected by the clergy members of the annual conference or provisional annual conference who are deacons and elders in full connection, associate members, and those provisional members who have completed all of their educational requirements and local pastors who have completed course of study or an M. Div. degree and have served a minimum of two consecutive years under appointment immediately preceding the election.”

This means all North Alabama ordained elders and deacons in full connection are eligible to be elected as delegates to General and Jurisdictional Conference and therefore each clergy name will appear on the official ballot.

Those clergy who feel a calling and desire to serve as a clergy delegate and who are willing to make the commitment to serve on the North Alabama Conference delegation are encouraged to fill out this self-nomination form to help other clergy learn more about them. The submitted information plus a picture of that person will be printed in the 2019 North Alabama Conference PreConference Book (Journal vol. 1).

This self-nomination process shall in no way limit the voting to those clergy who nominate themselves.

The 2019 PreConference Book (Journal vol. 1) will include nominees’ statements and pictures. All clergy members of the 2019 Annual Conference will receive a copy of this publication prior to the Annual Conference gathering.

Nominees’ statements and pictures will also be posted on the North Alabama Conference website, www.umcna.org, by April 1, 2019.
 

Lay Delegate Process

Any nominee must qualify in accordance with the 2016 Book of Discipline ¶36. Article V. --The lay delegates to the General and jurisdictional or central conferences shall be elected by the lay members of the annual conference or provisional annual conference without regard to age, provided such delegates shall have been professing members of The United Methodist Church for at least two years next preceding their election, and shall have been active participants in The United Methodist Church for at least four years next preceding their election, and are members thereof within the annual conference electing them at the time of holding the General and jurisdictional or central conferences.

Each person should submit her/his nomination on the Lay Delegate Nomination Form.

In addition to the printed information, all lay nominees who submit their self-nomination form by March 1, 2019, will be invited to record a 90 second video to be posted on the Conference website. The Office of Communication staff will record each nominee’s video and post it online. There will be three recording opportunities for a nominee to have her/his video recorded during the month of March 2019:

  • Saturday, March 9 in Birmingham
  • Wednesday, March 13 in Birmingham
  • Saturday, March 16 in Huntsville

All lay nominees will be emailed a form to sign up for a video recording time slot on Monday, March 4, 2019.

Procedures at Annual Conference Session

  • Only those lay nominees who are listed in the PreConference Book will be introduced at the 2019 Laity Session.
  • Any person who receives five (5) or more votes who has not submitted a Nomination Form must immediately complete one before the next ballot is taken. It is the responsibility of the person to request a Nomination Form from the Conference Lay Leader. Copies will not be duplicated for distribution at the sessions unless the nominee does so at her/his own expense.
  • All persons are urged to follow the process. Distributing late Nomination Forms at the site of Annual Conference is not encouraged.
